The Highlands legislation itself may be downloaded from the New Jersey Legislature's web site (Type S1 or A2635 into "bill search"). The New Jersey Farm Bureau publishes a regular newsletter on Highlands issues called "Highlands Update." The planning advocacy organization New Jersey Future has also published its ideas regarding implementation of the Act (PDF) in newsletter format.

The Highlands Planning Council has now been appointed and has a set up a web site, which should be the first place you look for official information. The Department of Environmental Protection (DEP) will play the lead role in Highlands regulation and planning, and has issued regulations to implement the Act. The New Jersey Office of SmartGrowth has responsibilities that overlap with those of the Highlands Council in the Planning Area.

Preservation of the Highlands is not just a New Jersey concern. Formally defined by the federal government, the larger region bearing this name extends across the states of Pennsylvania, New Jersey, New York, and Connecticut. A Highlands Stewardship Act has been introduced by U.S. Senator Corzine and co-sponsors as S999. Two nonprofit organizations with a multi-state orientation are the Highlands Coalition and the Regional Plan Association of NY/NJ/CT.
